I think everything here can be done on tabroom, with the possible exception of the permitting better ranks to have worse points/ vice versa. That option exists as a toggle in the IE events, but I don't see the option in the congress settings.
First, you want to go to Settings / Rules and Results to the Tiebreakers tab. You want to set them in this order - Ranks, Points, and Chair ranks, and you want to set the Truncate value to 15, and check boxes for prelims, elims and finals, supposing your tournament has elim and final rounds.
To set the value constraints, go to Settings / Events, pick your congress division, and go to the "Tabulation" tab. Set the auto-fill blanks to 15, this means during ballot entry, the tabber will only enter ranks 1-10, and leave the rest of the students blank. The software will auto-populate the blanks as 15s.
Checking the box for the Parli Ballot is what activates the 3rd tiebreaker of Chair Ranks, and finally setting the minimum and maximum bounds on speaker points accomplishes your 2nd tiebreaker. I would also just check the box to allow tied points unless your judge pool is well instructed that neither are to tie.
Finally, I do have a suggestion that may work to allow better ranks to have worse points. This is a setting available for IE events. I would:
- Switch the type of event of your congress division to IE
- Go to settings / events/ [division] / tabulation and check the box that says "Allow lower points to go to better ranks" and hit save.
- Change the event type back to congress, and recheck/set all of my event settings.
It's possible that the invisible setting could still be saved?
